Temporarily Leif Erikson Trail Closures

Culvert Repair Work Temporarily Closes a Portion of Leif Erikson Trail in Forest Park beginning mid-May. For more information contact, Linc Mann, Bureau of Environmental Services, 503-823-5328 or Mark Ross, Portland Parks & Recreation 503-823-5300; cell 503-823-6634.

In order to ensure safe roadway conditions on Leif Erickson Trail in Forest Park for both park users and emergency vehicles, three 80-foot long, 30-inch diameter steel culvert pipes will be replaced.  Additionally, sections of Leif Erickson Trail will be rebuilt.

The culvert repair project, a joint Portland Parks & Recreation (PP&R) and Bureau of Environmental Services (BES) effort, will temporarily close portions of Leif Erikson Trail in Forest Park.

Trail work will occur from mid-May through late July to ensure public safety.

Culverts will be repaired at the following mile posts; noted in distance (in miles) from the start of Leif Erickson Drive at the end of NW Thurman:

  • Mile post  3.04
  • Mile post  5.22
  • Mile post  5.44
  • Mile post  5.65
  • Mile post  8.72

Work hours for the project will be Monday-Friday, 7am-5pm. The project contractor will be hauling in materials, and will have the authority to temporarily close all of Leif Erikson Trail as needed during work hours.

Evenings and weekends, Leif Erikson Trail will be open, but the road surface at the culverts will likely be disturbed. Users will need to use caution and be aware of the construction sites.

Trails intersecting Leif Erikson Trail will remain open, but park users are asked to exercise caution when crossing Leif Erikson on an intersecting trail. Flaggers will be on site to inform users, but we all need to be aware.

Several trees must be removed to proceed with construction. The contractor will work with Portland Parks & Recreation to replace all lost trees.

Updates on trail closures will be posted on PP&R’s website as the contractor updates the construction schedule each week. Signs will be posted at main access points to Leif Erikson Trail with updated information.

Give Input and PREP for an Emergency

Planning for Resilience & Emergency Preparedness (PREP) provides practical information on preparing for a disaster in Oregon. The PREP website adds a do-it-yourself strategy to local emergency preparedness efforts with step-by-step tips, community organizing support and printable documents for more detail. The focus at PREP is:

  • Get Prepared: What to know, what to have on hand, simple ways to get started today
  • Get Organized: Make a plan with your neighbors for helping each other after the disaster
  • Get Confident: Keep current and learn new skills by practicing together

PREP is a community-driven, volunteer effort that began in Southeast Portland. Take a look at the PREP website and evaluate the materials based on the needs in your community. Evening Celebrating Community

An evening celebrating community on Thursday, April 19, 2012 at Friendly House.

First a DEDICATION – 5:00 p.m.

Gather to dedicate the mosaic in front of Friendly House; the beautiful result of a project spearheaded and directed by artist Lynn Takata.

Then a CONVERSATION – 6:00 p.m.

A book release event for Wisdom Under The Bridge: The Prophets of Skid Row, with local author Linda Ross Swanson.

Finally a CELEBRATION – 7:00 p.m

Volunteers help us build community, one friend at a time, and we gather each spring for our award program called “The Friendlies” to recognize their outstanding contributions.

Community Outreach of Our United Villages is seeking nominees for its sixth Sharing Ideas Panel on Saturday, May 24th, 2012 at the June Key Delta Center (5940 North Albina Street). This panel showcases the efforts of everyday people doing extraordinary things throughout Portland.

Emerson School Mural Community Meeting 4/16

TriMet Refined Service & Fare Change Proposal

During the past four months, TriMet has proposed a variety of cost-saving and revenue-generating options with you as TriMet looked for ways to close our budget gap. We received thousands of comments and suggestions. Thank you.

Based on this feedback, along with recommendations from our Board and Budget Task Force, we’ve refined the initial proposal I sent you last month.

Please take a look at the refined proposal trimet.org/choices we just released. You’ll see we scaled back the service cuts we initially proposed. Most of the savings will come from a proposed fare increase and elimination of the Free Rail Zone. We are no longer proposing to discontinue weekend service on any bus lines or reduce MAX service (exception being the elimination of the Free Rail Zone).

Many riders told us they could tolerate a fare increase if it prevented more service cuts. We’re proposing a “flat fare” that eliminates confusing zones. We’re certainly not happy about raising fares, but changing to a flat fare (valid for 2 hours in any direction on both buses and rail) would generate half the revenue needed to cover our budget shortfall while simplifying the system considerably for all riders. The flat fare would be $2.50 for adults, $1.65 for youth and $1.00 for Honored Citizens.

Our initial proposal called for $500,000 in administrative cuts; we are now increasing that commitment to $1.2 million. This will result in additional administrative layoffs as well as more program cuts.

Our goal is now $12 million in savings. Last fall,  we announced that we expected a shortfall of $12-17 million. Our initial proposal aimed for $17 million in savings due to uncertainty around our unsettled labor contract with the Amalgamated Transit Union Local 757 (ATU). Since then, the ATU delayed the scheduled arbitration date by four more months. This means we won’t know the outcome of our contract dispute until after the FY13 budget begins. Because we are required to have a balanced budget adopted in June, we are proposing changes totaling $12 million. If we lose the arbitration, we will need to find an additional $5 million in savings—which would likely include the one-way trip fare and the additional service cuts outlined in the initial proposal.

Soil School at Friendly House

Soil School 2012
Got Dirt?  Well, then, Soil School 2012 is right up your alley!  In what we hope will be a regular event, West Multnomah Soil & Water Conservation District has scheduled a day for all gardeners, food and other agricultural farmers, landscapers, grounds managers and more to learn about improving the health of their soil.

When: Saturday, April 28, 2012
Time: 10:00 a.m. to 3:00 p.m.
Where: Friendly House, Keeston Room, 1737 NW Thurman Street
Cost: $10 per person or $15 for a family (lunch will be provided!)

Let this be the last Portland area winter that you have to deal with erosion, poor drainage and other damage caused by soil issues. Whether you live on a hill or not, there are many things landowners can do to protect their dwellings, stabilize slopes, redirect or capture rainwater, and use native plants to soak up more water runoff.

Two workshop tracks will deal with Soil Productivity and Soil Stability.  Attendees will learn how to assess the health of their soil, test it and restore its productivity for gardens and crops of all kind.  Experts will also teach attendees how to naturescape for erosion and sedimentation, mitigate landslides and manage stormwater runoff.
